Lithuania Constitution Exam: Registration, Fees & Preparation Guide
Updated: July 2026
If you're applying for Lithuanian citizenship through naturalization, or for a permanent residence permit, one of the required steps is passing the Lithuanian Constitution basics exam. This guide walks through the process from registration to receiving your certificate. It's independently written educational content — for the current, authoritative details, check migracija.lt and the National Education Agency's official guidelines (PDF) directly.
Who needs to take it
The Constitution basics exam applies to foreigners applying for Lithuanian citizenship by naturalization, and to those who need it for a permanent residence permit. It's recommended to take the State Language exam first, and the Constitution exam after.
How to register
Registration happens online at www.migracija.lt. The exam takes place at the "base school" (bazinė mokykla) of the municipality where you're registered as living. If that particular school has no spots left, you can choose another, nearby base school yourself. Once registered, you'll see the school's address, phone number, and email.
You then need to pay for the exam directly on the site (the "Make payment" button). Candidates who haven't paid aren't added to the exam roster, so registering alone doesn't guarantee your place. Arrive at least 30 minutes before your exam time, and bring a valid ID document.
What it costs
The Constitution basics exam costs €21. Since it's recommended to pass the State Language exam first, budget for that one too — it's €57. The two are registered and paid for separately.
What the exam day looks like
The exam is administered electronically, on a computer, at the base school, and covers the fundamentals of the Constitution — human rights, the structure of the state, and citizens' duties. It consists of 20 questions, each with three answer options, and you need at least 14 correct answers out of 20 (70%) to pass. This can change over time, so before your exam, confirm the current format directly in NŠA's official exam programme (PDF).
Results and certificate
You'll find out your result by calling the base school where you sat the exam — results are available no later than 15 working days after the exam. Certificates are issued by the National Education Agency, and the base school hands them out within three working days of receiving them.
If you don't pass
You're allowed to retake the exam — you'll just need to register and pay again through migracija.lt.
Who's exempt
Certain groups are exempt from both the State Language and Constitution exams — including people aged 65 and older, and those with certain disability statuses or a severe chronic mental illness. Because the exact conditions depend on your individual situation, it's worth confirming your case directly with the Migration Department.
How to actually prepare
Because the exam draws on the whole Constitution, it helps to work through it chapter by chapter rather than cramming everything at once. That's exactly how the LT Konstitucijos testai app is organized: 300+ questions split across the Constitution's 14 chapters, a timed simulation that mirrors real exam conditions, and a mistake-review screen after every test so you know what to revisit. It's not a replacement for official study material, but it's a structured way to check your knowledge before the real thing.
